Sunday\'s presidential election in Kazakhstan failed to meet international democratic standards, Europe\'s main poll-monitoring body the OSCE has said. Failings included ballot box stuffing, intimidation of the opposition, and media bias, the OSCE said. Militants have killed the head of a district administration and three police officers in two attacks in southern Afghanistan, officials say. The head of Shah Wali Kot district in Kandahar province, Ayatullah Popal, and two security officers are said to have died in a bomb attack.
