The Armenian parliament adopted on November 27 in the third and final reading by a vote of 70 in favor a controversial bill that legalizes the confiscation of private property when dictated by \"state and public need,\" RFE/RL\'s Armenian Service reported. The bill was drafted in response to an April ruling by Armenia\'s Constitutional Court designating unconstitutional the expropriation and demolition of private homes in Yerevan to make way for private development schemes. Victims of those forced evictions who complain they were not granted adequate financial compensation for the loss of their homes demonstrated outside the parliament building on November 27 but were unable to prevent passage of the bill.
