President Bush signed memoranda Friday clearing the way for U.S. military aid to Armenia, Azerbaijan, Tajikistan and Nigeria. In the case of the three former Soviet republics, Bush determined that supplying them with defense equipment and services “will strengthen the security of the United States and promote world peace.” A separate memorandum on Nigeria found that ``an unforeseen emergency exists that requires immediate military assistance.'' Bush directed that some $4 million in excess Defense Department equipment and military training services be provided to Nigeria. (AP)
