OSCE SAYS GEORGIAN BALLOT SHOWED \'PROGRESS\'

Craig Jenness, who headed the International Election Observation Mission, commented that \"we noted clear improvements, particularly in the conduct of voting, new voters lists, the legal framework, and overall election administration.\" But at the same time, he added that \"there were nevertheless clear concerns,\" including political imbalance in election administration in favor of the interim leadership and the continued lack of clear separation between party and state structures.
