The Russian tanker Rabiks-4 has been allowed to return to Russia after paying Georgia a fine of 50,000 lari, nearly $24,000, for violating navigation regulations in Georgia\'s territorial waters, a source in the Georgian state border guard department told Interfax. Three Russian vessels have been detained in Georgia\'s territorial waters for violating navigation rules over the past three years.
