Steve Mann held talks in Baku on 16 May with Azerbaijan\'s President Aliev and oil-sector officials on unspecified minor obstacles to the planned Baku-Ceyhan oil-export pipeline and approaches to dividing the Caspian Sea between the five littoral states. Mann commended the \"realistic approach\" demonstrated by Russia, Kazakhstan, and Azerbaijan to dividing the sea into sectors.
