Heidar Aliev has issued a decree in response to complaints from the population that villas built illegally on state-owned land on the Caspian Sea coast are obstructing public access to beaches. Aliev has tasked several government ministries and local authorities with confiscating such homes built within 130 meters of the shore and with determining whether to pay compensation to the owners.
