President Vladimir Putin told his fellow G-8 leaders at their summit in Evian, France, on 2 June that Russia will halt \"all nuclear exports\" to Iran until that country signs on to a stricter protocol on nuclear inspections. Iran earlier the same day said it will not accede to the Additional Protocol of the Non-Proliferation Treaty under which signatories would make their nuclear facilities available for unannounced inspections. Putin\'s statement came after the G-8 leaders signed a statement that called weapons of mass destruction the \"preeminent threat\" to international security. Meanwhile, Foreign Ministry spokesman Aleksandr Yakovenko said in Moscow the same day that Russia believes the protocol \"strengthens the nonproliferation mode, and therefore we shall try energetically to persuade all countries to join the protocol.
