Iranian Foreign Minister Manuchehr Mottaki met with Kazakh President Nazarbaev in Astana on December 14 to discuss bilateral relations and economic cooperation. Mottaki said that Iran and Kazakhstan plan to build an oil refinery in northern Iran.
